MYCDIC v1.9.30.8 - Council Announcements + How MYCDIC Operates Emergency Fix

1. Council announcements floating control
- The public Council Announcements bell is now initialized before managed navigation/footer loading, so a failure or delay elsewhere in the shell cannot prevent the button from appearing.
- The button is created immediately, even before the public-experience API returns and even when there are zero active announcements.
- A short API timeout prevents a stalled request from blocking the control.
- The bell icon is now inline SVG, so it does not depend on Font Awesome being available on a page.
- Desktop: exact 50 x 50 control, same size as Back to Top, positioned directly above it with a 12px gap.
- Mobile: retains the accepted 44 x 44 placement.
- It remains hidden at the top and appears only after the same 300px scroll threshold as Back to Top.
- On desktop, hover/focus shows the label "Council announcements" so the control is unmistakable.
- If no announcements are active, the button still opens a clean empty state.

2. Announcement panel scroll/lock behavior
- Opening the announcement centre freezes the page at the current scroll position.
- The page behind the panel cannot scroll.
- The announcement list itself remains scrollable.
- Closing restores the exact previous page position and normal scrolling.
- Opening announcements closes conflicting mobile-menu/language UI first.

3. How MYCDIC Operates scrolling repair
Root cause found and removed: the page used the class operations-official-page on both BODY and MAIN, while the stylesheet applied overflow:hidden to that class. This made the whole public page non-scrollable.
- BODY now explicitly uses overflow-y:auto.
- MAIN uses overflow-x:hidden only and remains vertically visible.
- Mobile momentum scrolling is restored.
- A scroll-safety rule prevents the page from remaining locked unless an actual modal/menu/lightbox is open.
- The dynamic NOVARQO system screenshot lightbox still locks the background only while it is open.

4. Cache/versioning
- Shared site-shell JS/CSS references bumped to 1.9.30.8 across public pages.
- How MYCDIC Operates now loads operations-v19308.css?v=1.9.30.8.
- Public Experience dynamically loads public-experience-v19308.css?v=1.9.30.8.

Validation
- 365 PHP files linted: 0 syntax errors.
- site-shell.js: Node syntax check passed.
- operations-v19308.css braces balanced.
- public-experience-v19308.css braces balanced.
