MYCDIC v1.9.30.6
Public Notices, Regional Structure, Leadership and Operating Model Update
Date: 2026-08-23

1. PUBLIC NOTICE CENTRE
- Desktop public notice bell is exactly 50x50 and aligned directly above the 50x50 Back to Top control.
- Mobile bell remains 44x44 with the existing compact placement.
- Bell stays hidden at the top of the page and appears after the visitor scrolls more than 300px, matching Back to Top behaviour.
- Opening the notice centre locks background-page scrolling and closes conflicting mobile menu/language/search UI.
- Public notices now use per-browser unread state. Opening a notice marks it read locally and reduces the red unread badge. When all current notices are read, the red badge disappears. A newly published notice receives a new ID and therefore appears as unread.
- Read analytics persist server-side: unique anonymous browser readers, total opens and last-opened time. Raw personal identity or IP address is not stored by this feature.
- New endpoint: /public-announcement-read.php.

2. NOTICE LIFECYCLE AND DASHBOARD MANAGEMENT
- Public Experience dashboard notice management redesigned into compose + managed registry workflow.
- Notice statuses: Draft, Scheduled, Published and Archived.
- Scheduled notices automatically become publicly eligible once their start time arrives; no cron status flip is required.
- Published and scheduled notices automatically receive a 14-day expiry when no end time is supplied, unless the editor explicitly chooses an exceptional no-expiry notice.
- Dashboard filters: All, Live, Scheduled, Drafts and Archived.
- Each notice displays unique readers, total opens, last opened time, schedule, priority and destination.
- Archive and Delete actions are separated from editing.

3. LANGUAGE / MOBILE MENU COLLISION
- Mobile language selector, menu toggle and global-search trigger no longer overlap while another shell layer is open.
- Opening Public Notice Centre closes competing shell layers first.
- Body scroll locking is restored cleanly when overlays close.

4. LEADERSHIP.PHP
- Presidency section rebuilt as a cleaner Presidential Leadership presentation.
- Main heading simplified to The Presidency with clearer institutional wording.
- President portrait area enlarged on desktop and mobile.
- Published senior-official portrait cards are larger/taller while retaining responsive cropping.
- Top-level office labels synchronized: Presidency = General President; General Secretariat = Secretary General; National Office = National Director.
- Regional Coordination Structures are direct links to their own continent pages.
- Each region card shows live active/total representation counts from the Network registry.

5. REPRESENTATIONS AND CONTINENTS
- Network records now store continent_slug in addition to the controlled region key.
- Dashboard representation editor uses a controlled Continental Structure selector rather than inconsistent free-text region entry.
- Every representation card displays its regional/continental structure as a direct link.
- Every enabled country representation public page displays a linked Regional coordination structure section.
- Static representation routes are generated for every representation whose public microsite is enabled, including planned records when an editor chooses to enable their public structure page.
- Planned records whose public microsite is disabled no longer link to a missing/404 country route; their card links to the appropriate regional structure instead.
- Each continent page reads the same Network dataset and lists every country representation assigned to that region. Public-page-enabled records link to their country structure page.
- Current registry: 62 country records, 7 regional structures, 27 enabled representation public pages.

6. ORGANIZATIONAL STRUCTURE
- Regional Coordination Structures added as a dedicated linked section.
- Region pages show live representation totals and connect back to the International Office hierarchy.
- Presidency retains the General President label in the Organizational Chart.
- General Secretariat and National Office leadership labels corrected to Secretary General and National Director.
- Office, department and unit structure remains dashboard-controlled.

7. NATIONAL / GENERAL SECRETARIAT / INTERNATIONAL OFFICE CONSISTENCY
- Removed hardcoded department lists that could contradict Organizational Structure.
- National Office, General Secretariat and related office pages now receive their child departments/units from the same Office Registry used by the Organizational Chart.
- National Office currently resolves 9 dashboard-managed child structures.
- International Office currently resolves 6 dashboard-managed child structures plus all 7 regional coordination structures.
- International Office regional cards link directly to continent pages.

8. HOW MYCDIC OPERATES
- Restored the richer NOVARQO institutional design from the earlier version rather than the simplified v1.9.30.5 presentation.
- Added detailed Administration & Decisions section: decision records, assignment/responsibility, deadlines/follow-up and administrative continuity.
- Added detailed institutional workflow: Entry, Assignment, Review, Decision & Action, Record & Follow-up.
- Added expanded operating-environment capabilities covering applications, members, structure, representations, decisions, communications, records, programmes, events, news/public information, performance and oversight.
- Major page headings and explanatory copy are editable from Public Experience dashboard.
- System screenshot slots are dashboard-managed and intentionally contain no unrelated stock/test imagery.
- Uploaded screenshots remain saved when only text is edited.
- Visitors can click an uploaded system screenshot to open a full-screen lightbox and inspect the system image at a larger size.

9. CACHE / SHELL SYNCHRONIZATION
- Shared public shell references bumped to v1.9.30.6.
- platform-portals.js cache version bumped to v1.9.30.6 so continent-link behavior is not hidden by browser cache.
- Regenerated enabled network routes with the updated regional-link markup.

VALIDATION
- PHP syntax validation: 365 PHP files, 0 syntax errors.
- JavaScript syntax validation passed for site-shell.js and platform-portals.js.
- JSON validation: 138 JSON files, 0 invalid files.
- Modified CSS files have balanced rule braces.
- Public Experience API test returned dashboard-managed National Office child units and all 7 regional structures.
- Scheduled-notice lifecycle test confirmed a scheduled notice becomes public after start time while a future notice remains hidden.
- Notice read analytics test confirmed unique-reader counting and total-open counting behave independently.
