MYCDIC v1.9.31.3
Territorial Public Geography, Map Isolation and Future Representation Restore

Release objective
-----------------
This release resolves the contradiction introduced when the protected Regional & Local Networks workspace treated the geography catalogue as if it were the publication list. Country geography and MYCDIC operational activation are now separate layers.

What changed
------------
1. Country geography is restored everywhere
- All 62 representation-country catalogues remain available.
- The catalogue contains 1,510 regional/administrative areas and 29,533 cities.
- Spain resolves to 20 regions and 783 cities.
- Selecting a country in Country Workspaces loads its existing regions and cities. Administrators configure an existing place; they do not re-create national geography manually.

2. Public territorial directories are geography-first
- /network/{country}/territory/ now shows the complete regional catalogue and a searchable/paginated city catalogue even before local MYCDIC structures are activated.
- Future records are labelled "Future representation" and do not imply that an office currently exists.
- Future planning pages are noindex,follow until institutional activation.
- Every region/city record has a neutral public planning route. A configured record can still be explicitly hidden by disabling its public page.

3. Country maps are isolated and deployment-safe
- A map uploaded for Spain can only belong to Spain; it cannot replace the Morocco map or another country's map.
- Uploaded country maps are recovered from /uploads/platform/network-maps/ if a full code deployment contains an older/null map field.
- Public territorial API responses are no-store/no-cache so map updates and marker changes are reflected immediately.
- Map marker positioning remains separate from operational publication. Positioning a region marker does not create an MYCDIC office.
- Region markers can be placed before activation and still appear as future geography markers.

4. Morocco map and future-expansion controls
- Morocco uses the approved /images/morocco-regions-map.webp base map.
- Upgrades from v1.9.31.2 restore the Morocco base map once, preventing prior Spain/Morocco map contamination.
- Dashboard controls separately manage:
  * future Morocco territorial expansion visibility;
  * Morocco interactive map visibility;
  * hover/focus information;
  * Morocco base-map replacement/restore.
- If future Morocco expansion is disabled, planned regional/city pages are not exposed; already-live structures remain available.

5. Dashboard Map Studio rebuilt
- The Map Studio is split into two explicit layers: Morocco and selected international country.
- Country selection shows the catalogue counts before editing.
- Country map upload/remove, regional marker positioning, Morocco controls and public-directory links are no longer mixed into one ambiguous form.
- Labels explain that country maps are presentation layers and geography identity always comes from the catalogue.

6. Join MYCDIC and future-page content
- Country region pages, country city pages, Morocco region pages and Morocco city pages include a Join MYCDIC route.
- Future pages contain clear institutional wording explaining that a local representation may be announced after formal activation.
- Future region pages list their connected cities from the geography catalogue.

7. Verified territorial leadership remains registry-led
- Operational territorial leadership continues to resolve through the People Registry and public verification system.
- Future geography pages do not manufacture or imply an appointed leader.

8. Morocco territorial taxonomy
- The website's territorial catalogue does not expose a separate "Western Sahara" country/territory entry. The Morocco territorial model and its 12-region structure remain the website's configured taxonomy.

- 62 countries / 1,510 regions / 29,533 cities confirmed.
- Spain confirmed at 20 regions / 783 cities.
- Spain future region and city public routes render successfully.
- Join MYCDIC appears on future public territorial pages.
- Uploaded-map filesystem fallback tested.
- No separate Western Sahara label found in the public geography/data targets tested.

Deployment note
---------------
The full package contains the complete website tree. When updating an already-live installation with operational dashboard data, back up /data/platform and /uploads before replacing files. The code is designed to preserve uploaded country-map assets and migrate existing v1.9.31.2 territorial settings, but production data should always be backed up before a full release deployment.
