MYCDIC v1.9.31.2
Territorial Registry, UI/UX and Verified Leadership Rebuild
============================================================

Purpose
-------
This release rebuilds Regional & Local Networks around three separate sources of truth:
1. Geography Catalog: country, region and city names.
2. Territorial Operational Registry: MYCDIC status, page activation, map position, contact, priorities and activity.
3. People Registry: the canonical identity, current photo, biography, profile and public verification ID of every published territorial leader.

The dashboard no longer asks administrators to recreate geography that already exists.

New Regional & Local Networks workspace
---------------------------------------
/institutional-admin/territorial-network.php is divided into five focused workspaces:

1. Command Center
   - health and coverage metrics
   - correct operating workflow
   - country quick access
   - warnings for live records without a verified member

2. Morocco
   - fixed 12-region registry
   - connected Morocco city records
   - region/city operational status
   - public page activation
   - verified People Registry leader assignment
   - public contact, priorities, activity and gallery

3. Country Workspaces
   - choose an existing MYCDIC country representation
   - all regions and cities load automatically from the global geography catalog
   - no manual Add Region / Add City geography form
   - search/filter cities and configure only the locations MYCDIC needs
   - reset an operational record to catalog-only state without deleting geography

Example: selecting Spain loads 20 regions and 783 cities immediately.

4. Map Studio
   - Morocco 12-marker drag editor
   - map upload per country representation
   - stable numbered region markers
   - map marker positioning remains separate from operational publication
   - map-only coordinates never create a public office/page by themselves

5. Leadership & Verification
   - all territorial leadership links in one queue
   - linked-record and unique-member counts
   - live records missing a verified member
   - legacy manual identity cleanup indicator
   - direct access to People Registry, public profile and verification result

Verified territorial leadership
--------------------------------
Territorial leaders now follow the same canonical identity principle used for ambassadors.

A public region/city leader must be linked to an active Published record in the MYCDIC People Registry.
The territorial record stores the assignment title; the person record supplies canonical identity data.

Automatically synchronized from People Registry:
- public name
- current approved photo
- biography
- LinkedIn and website
- public member profile
- public verification ID
- active/published member eligibility

If the member photo or biography changes in People Registry, all linked territorial pages resolve the new data automatically.

Manual leader names/photos from older releases are retained only for migration/audit. They are not published as official territorial leadership.

Verification improvements
-------------------------
- Region and city pages show the linked leader's Verification ID.
- Public pages include Verified Profile and Verify Member actions.
- Member public profiles show verified regional/local responsibilities.
- The Member Verification endpoint and UI now return/display active territorial assignments.
- The same verification ID therefore confirms the person and exposes the currently published territorial responsibilities attached to that canonical member record.

Global geography logic
----------------------
The bundled geography catalog currently covers:
- 62 MYCDIC country representations
- 1,510 regional/administrative divisions
- 29,533 cities

Catalog geography is not an MYCDIC office claim.
A catalog location becomes an MYCDIC operational/public record only after Central Administration explicitly configures it.

Country workflow example: Spain
-------------------------------
1. Open Regional & Local Networks > Country Workspaces.
2. Select Spain.
3. The dashboard loads all 20 catalog regions and all 783 catalog cities.
4. Open Andalusia, Madrid, Barcelona, etc. from the catalog list.
5. Configure status/contact/content only if MYCDIC needs that location.
6. Link an active Published People Registry member when leadership is officially appointed.
7. Enable the public page when approved.
8. The public country page, territorial page, member profile and verification result resolve from the linked records.

Map-only versus operational data
--------------------------------
Moving a regional marker on a country map creates/updates map-position data only.
It does NOT make the region an active MYCDIC structure and does NOT publish a page.

When a configured location is reset to catalog-only state, its map coordinate can be preserved while operational status, public leadership and publication are removed.

Route consistency
-----------------
Generated compatibility route shims are now cleaned when a country location is reset/unpublished. Stale generated /network/{country}/local/{place}/ route files cannot remain as a filesystem contradiction after the operational registry is reset.

Public territorial directory wording now reflects configured/published records rather than implying that every geography catalog location is an operating MYCDIC office.

Data safety
-----------
- Geography catalog files remain read-only source data.
- Operational overrides remain in the territorial network dataset.
- Map-only records remain non-public.
- Existing v1.9.31.1 custom Morocco marker positions are preserved by migration.
- Gallery persistence remains supported during edits.
- Existing legacy manual leader fields are not destroyed, but are not used as official public identity.

Recommended operating rule
--------------------------
Geography -> Configure MYCDIC record -> Link verified member -> Review -> Publish.

Do not create a new person inside the territorial dashboard. Create/approve the person once in People Registry, then select that member in any region/city assignment.
