Operating model

How authority, delivery, and accountability connect

Each institutional level has a defined role. Authority is assigned through approved mandates, operational work is documented, and results are reviewed through reporting and oversight mechanisms.

1. Strategic Direction

The Presidency and authorized leadership bodies define priorities, approve major initiatives, issue appointments, and establish the institutional framework for implementation.

2. Operational Assignment

The General Secretariat and competent offices translate approved direction into mandates, work plans, responsibilities, deadlines, records, and coordination instructions.

3. Implementation

Departments, programmes, country representations, ambassadors, project teams, and authorized partners carry out approved activities and preserve supporting evidence.

4. Review & Accountability

Monthly reporting, performance evaluation, compliance controls, safeguarding, audit records, and oversight mechanisms verify progress and identify corrective action.
