MYCDIC has signed a strategic Memorandum of Understanding with the Diplomatic Academy of the Kingdom of Spain in Madrid, establishing a long-term framework for youth diplomacy, leadership, governance, sports diplomacy, soft power and cooperation toward 2030.

MYCDIC and the Diplomatic Academy of the Kingdom of Spain Establish a Strategic Cooperation Framework

Within the renewed momentum characterizing relations between the Kingdom of Morocco and the Kingdom of Spain, and under the enlightened leadership of His Majesty King Mohammed VI, May God Assist Him, the Moroccan Youth Council for Diplomatic and International Cooperation signed a strategic Memorandum of Understanding with the Diplomatic Academy of the Kingdom of Spain.

The agreement was formalized during a high-level diplomatic ceremony held in Madrid, marking an important step toward strengthening institutional cooperation, youth engagement and dialogue between Morocco and Spain.

The Memorandum of Understanding was signed by Mr. Mouataz Kobry, President of the Moroccan Youth Council for Diplomatic and International Cooperation, and Mr. Santiago Velo de Antelo, President of the Diplomatic Academy of the Kingdom of Spain.

High-Level Diplomatic and Institutional Participation

The signing ceremony brought together distinguished representatives from the fields of diplomacy, business, security, culture and strategic thought.

Among the personalities attending the ceremony were Mr. Rafael Fernández-Pita, Ambassador of Spain and President of the Council of Ambassadors; Ms. Alba Rocafort, Youth Adviser at the Diplomatic Academy of the Kingdom of Spain; Mr. Servando de la Torre; and Mr. Rubén García Servert.

A delegation from the Moroccan Youth Council for Diplomatic and International Cooperation also participated in the ceremony. The delegation included Mr. Ghali Douib, Director of European Affairs, and Mr. Ismail Yamouni, Director of the Vision 2030 Project, alongside members of the Council’s institutional team.

A Long-Term Vision for Moroccan-Spanish Cooperation

This partnership forms part of MYCDIC’s long-term strategic vision to reinforce the role of Moroccan youth in parallel diplomacy, strengthen bridges of cooperation between the Kingdom of Morocco and the Kingdom of Spain, and create new opportunities for coordinated institutional action.

The cooperation framework will support the development of joint initiatives in several strategic areas, including:

Youth leadership and institutional capacity-building;

Governance and international cooperation;

Sports diplomacy and peacebuilding;

Soft power and cultural dialogue;

Strategic research and intellectual exchange;

Future-oriented economic cooperation;

Euro-Mediterranean dialogue and engagement.

Through these areas of cooperation, both institutions seek to establish sustainable mechanisms that enable young leaders, experts and institutional stakeholders to contribute meaningfully to the future of Moroccan-Spanish relations.

Sports Diplomacy and the 2030 Horizon

The Memorandum of Understanding places particular emphasis on the 2030 horizon and recognizes sport, especially football, as an important instrument of soft diplomacy, dialogue and rapprochement between peoples.

This strategic orientation includes cooperation around the Football for Peace programme, an initiative of the Diplomatic Academy of the Kingdom of Spain developed in partnership with LaLiga.

MYCDIC intends to contribute to the exclusive and sustainable development of the programme within the Kingdom of Morocco, with the objective of promoting peace, intercultural dialogue, youth participation and shared values through sport.

The initiative is expected to serve as a platform for bringing together institutions, young people, sporting actors and international partners in support of a common vision extending toward 2030 and beyond.

Strengthening Morocco’s Institutional and International Presence

The signing of this strategic agreement reflects the growing institutional position of the Moroccan Youth Council for Diplomatic and International Cooperation as an active stakeholder in the field of parallel diplomacy.

It also reinforces the Council’s role as a strategic partner in supporting the international visibility of the Kingdom of Morocco and strengthening its engagement across European and Mediterranean spaces.

Through this partnership, MYCDIC reaffirms its commitment to serving the higher interests of the Kingdom, advancing constructive Moroccan-Spanish cooperation and empowering young people to act as a credible force for proposals, dialogue and innovation in shaping the future of international relations.
