Integrity, Ethics & Safeguarding

Integrity rules apply to Council officeholders, volunteers and programme participants within the applicable mandate. The framework addresses respectful conduct, harassment and discrimination, misuse of standing, gifts and conflicts of interest. Concerns must be routed according to their nature and urgency. The document describes initial safety screening, responsible review, evidence handling, confidentiality, the right to a fair response and protection against retaliation for reports made in good faith. Private case records should remain restricted to authorised handlers. Public reporting, where appropriate, is aggregated. Matters involving immediate danger or outside the Council’s competence must be referred to appropriate professional or statutory services.
