This page defines the official framework for applications, membership admission, probation, annual contribution, member conduct, representation, confidentiality, disciplinary control, and the protection of MYCDIC's institutional identity and reputation.

No automatic admission Submitting a form, paying a contribution, or attending an event does not create membership or official title.
Compliance review Every applicant may be reviewed for legal, ethical, professional, and institutional suitability.
Annual contribution The contribution supports operating costs. It is not a purchase of authority, office, certificate, or immunity.
Institutional protection Misuse of MYCDIC's name, logo, documents, titles, emails, or public identity may lead to disciplinary or legal action.

Institutional review process

The process may be adapted according to the applicant's profile, the requested role, the country involved, internal needs, risk level, and the decision of the competent MYCDIC bodies.

The application is registered and reviewed for completeness, identity consistency, motivation, and basic suitability.

Human Resources may assess profile, availability, communication, seriousness, and possible placement.

Important Membership Principle

Membership in MYCDIC is a responsibility of conduct, service, confidentiality, and institutional discipline. It is not employment, diplomatic status, a guarantee of travel support, a visa instrument, a paid service, or a personal title that may be used outside authorized MYCDIC work.

Official Membership, Contribution, Conduct, and Protection Framework

The provisions below protect the credibility of MYCDIC, define the obligations of every person wishing to join, and establish safeguards against misuse of the Council's name, logo, identity, structures, documents, and public reputation.

1. Purpose of this Membership Law

This Membership Law establishes the framework governing admission, evaluation, membership contribution, representation, internal accountability, communication standards, discipline, confidentiality, and possible termination within MYCDIC.

Its purpose is to ensure that the Council remains credible, organized, lawful, disciplined, and capable of representing Moroccan youth in a serious and responsible manner.

2. Institutional Status and Non-Governmental Nature

MYCDIC is an international non-governmental youth organization registered in Spain and operating through its approved institutional structure. It is not a ministry, embassy, consulate, governmental department, diplomatic mission, public authority, political party, or official body of the Kingdom of Morocco or any other state.

  • No member, applicant, volunteer, officer, or representative may present MYCDIC as a governmental or state body.
  • Membership does not create diplomatic status, immunity, public authority, employment status, or official state representation.
  • Any cooperation with public institutions, universities, partners, embassies, municipalities, or international bodies must be based on written authorization or an approved institutional framework.
  • The presence of Moroccan colors, cultural references, emblematic elements, or national-inspired symbols in MYCDIC's visual identity is part of institutional branding and does not imply governmental affiliation or state mandate.
Any person who falsely presents MYCDIC as a governmental, royal, diplomatic, consular, ministerial, or state-affiliated body may be immediately suspended, removed, publicly disavowed, and referred to competent legal channels where necessary.

3. Nature of Membership

Membership, appointment, representation, or participation in MYCDIC is a position of trust and institutional responsibility. It is not a personal privilege, employment guarantee, financial entitlement, diplomatic status, immigration support, or automatic right resulting from form submission.

  • Submitting an application does not guarantee acceptance.
  • Preliminary acceptance does not mean final membership or appointment.
  • Payment of a contribution does not guarantee admission, renewal, representation, certificate, office, or authority.
  • Probation does not guarantee confirmation.
  • No applicant or member may represent MYCDIC without written authorization or official appointment.

4. Membership and Participation Categories

MYCDIC may classify persons according to their status, role, and level of authorization. The Council may create, merge, suspend, or modify categories when required by institutional needs.

Category Meaning Limits
Applicant A person who has submitted a request to join or cooperate with MYCDIC. No membership, title, access, certificate, or representation right is created by application alone.
Probationary Member A person accepted for a trial period, assignment, or evaluation stage. May not represent MYCDIC publicly unless specifically authorized.
Confirmed Member A person admitted after review and confirmation by the competent authority. Rights and duties depend on category, role, contribution status, and internal decisions.
Representative or Office Holder A confirmed person appointed to a defined position, country, office, committee, or project. May act only within the written mandate and approved communication rules.
Volunteer, Adviser, Partner, or Contributor A person or institution cooperating with MYCDIC for a limited task or project. Does not become a member unless formally admitted under this Membership Law.

5. Eligibility and Application Requirements

Applicants must provide complete, accurate, and verifiable information. MYCDIC may request clarification, identity confirmation, additional documents, an interview, references, or practical assignments when necessary.

  • Applicants must demonstrate integrity, seriousness, respect for institutions, and constructive engagement.
  • Applicants must not misrepresent identity, age, nationality, qualifications, affiliations, public authority, previous experience, or authorization.
  • Applicants must agree to the Membership Law, Terms of Use, Privacy Policy, internal standards, and any applicable code of conduct.
  • Applicants must not submit confidential government information, fake documents, illegal material, misleading statements, harmful files, or private data belonging to others without authority.
  • MYCDIC may refuse incomplete, inconsistent, abusive, false, fraudulent, reputationally risky, or unsuitable applications.

6. Evaluation Criteria

MYCDIC may evaluate applications according to several criteria, including but not limited to:

Practical assignment Quality of roadmap, research, proposal, written task, project plan, or other requested evaluation work.

7. Probation Period

Accepted applicants may enter a probation period, normally two months unless otherwise decided. During this period, the applicant may be assigned tasks, meetings, reports, communication duties, research, project work, or representation-related preparation.

  • The probation period is used to assess seriousness, reliability, communication, ethics, confidentiality, and practical contribution.
  • MYCDIC may extend, shorten, suspend, or end the probation period where necessary.
  • Probation may end with confirmation, reassignment, additional review, rejection, or termination of access.
  • A probationary person must not claim final membership, public office, or permanent representation unless confirmed in writing.

8. Mandate Duration, Renewal, and Inactivity

Unless otherwise decided by the competent MYCDIC authority, the ordinary mandate of members is one year and may be renewed.

  • Renewal depends on performance, conduct, availability, contribution status where applicable, institutional need, and internal evaluation.
  • Senior leadership roles, special missions, country representations, and project appointments may follow separate appointment rules.
  • MYCDIC may restructure, merge, suspend, or close roles, offices, units, teams, or assignments when required.
  • Repeated inactivity, unexplained absence, failure to answer official communications, or abandonment of duties may lead to suspension, loss of role, or non-renewal.

9. Annual Institutional Contribution

Beginning in June 2026, an annual institutional contribution may apply to confirmed members, members of the National Office, representation members, office holders, or any category designated by the competent MYCDIC authority.

This contribution helps cover the operational and administrative costs of MYCDIC, including communication tools, official email services, website and digital systems, document preparation, certificates, member records, coordination work, training materials, event preparation, institutional development, compliance administration, and other legitimate operating needs of the Council.

  • The contribution is an institutional support contribution, not a commercial fee for buying membership, influence, appointment, certificate, visa support, travel support, or official authority.
  • Payment does not create employment status, diplomatic status, financial entitlement, or authority to represent MYCDIC without written appointment.
  • Payment does not prevent suspension, removal, non-renewal, or disciplinary action in case of misconduct or failure to meet standards.
  • MYCDIC may update the amount, categories, payment method, due date, collection period, exemption rules, or administrative treatment by competent decision.
Any person who requests money in the name of MYCDIC must be able to prove official authorization and use only approved payment channels. Suspicious requests should be reported to the General Secretariat immediately.

10. Exemptions, Financial Hardship, and Payment Facilities

MYCDIC recognizes that some members may face financial hardship. A member who is unable to pay the annual contribution may submit a written request to the General Secretariat explaining the situation and requesting exemption, reduction, postponement, or payment facilities.

  • A member requesting exemption for financial hardship should provide a certificate of indigence, social vulnerability, limited income, unemployment, student hardship, or an equivalent document issued by a competent authority where available.
  • If an official certificate is not available in the member's country, the General Secretariat may review alternative supporting documents on a case-by-case basis.
  • Persons with disabilities may request exemption upon submission of a disability certificate, official disability card, medical-administrative proof, or other acceptable supporting document.
  • Students, unemployed persons, persons facing exceptional family hardship, refugees or displaced persons, members affected by natural disasters, serious illness, conflict, or major economic difficulty may request special consideration.
  • The General Secretariat may approve full exemption, partial exemption, postponement, or installment payment depending on the member's situation, documentation, country, and institutional assessment.
  • A member may request to divide the annual contribution into two or three installments when justified.
Exemption or installment approval is not automatic. It is granted by the competent MYCDIC authority after review of the request and supporting documents.

11. Payment Rules, Receipts, and Refunds

Contributions must be paid only through official MYCDIC payment channels or payment instructions communicated by authorized officers. Members should keep proof of payment and may request confirmation where available.

  • MYCDIC may issue payment confirmation, receipt, internal record, or digital acknowledgment according to its administrative capacity.
  • Cash payments, personal accounts, private wallets, or informal collection methods are prohibited unless expressly authorized in writing by the competent authority.
  • Once administrative processing, membership activation, email setup, certificate preparation, or related services have started, contributions are generally not refundable, except in cases of duplicate payment, clear administrative error, legal requirement, or exceptional decision by MYCDIC.
  • Withdrawal, inactivity, resignation, disciplinary suspension, or removal after admission does not automatically create a refund right.
  • MYCDIC may refuse to process applications, renewals, certificates, internal access, or membership benefits where required contributions remain unpaid without approved exemption or payment facility.

12. Member Benefits and Institutional Support

Confirmed members may receive institutional support and benefits according to their role, category, country, department, compliance status, and the Council's available resources.

  • An official MYCDIC email address may be provided to confirmed members according to role, necessity, and internal communication rules.
  • A certificate of membership, accreditation, participation, assignment, or representation may be issued where applicable and approved.
  • Members may benefit from selected programs, activities, trainings, workshops, events, and institutional opportunities organized for MYCDIC members.
  • Starting from 2027, MYCDIC may introduce a Member Privilege Card offering selected discounts, travel-related benefits, partner advantages, and other opportunities depending on availability and agreements.
  • Benefits may vary by country, representation, partner availability, membership category, compliance status, and internal approval.
Benefits are not guaranteed permanent rights. MYCDIC may modify, suspend, withdraw, or update benefits where necessary, especially in cases of misconduct, resignation, removal, inactivity, non-payment, or administrative restructuring.

13. Duties of Members and Representatives

Every member, representative, volunteer, office holder, or participant must preserve the dignity, seriousness, and credibility of MYCDIC.

  • Respect MYCDIC's mission, leadership, procedures, internal hierarchy, official decisions, and communication channels.
  • Represent Morocco and MYCDIC with professionalism, responsibility, neutrality, and constructive conduct.
  • Maintain confidentiality regarding internal documents, discussions, decisions, member data, partner information, and personal data.
  • Use MYCDIC's name, logo, titles, emails, documents, and materials only when authorized.
  • Avoid public statements, partnerships, media engagement, fundraising, event announcements, or official communication without proper approval.
  • Fulfill assigned tasks with seriousness, timeliness, accuracy, and respect for quality standards.
  • Immediately report misuse of the Council's name, fake pages, false certificates, unauthorized fundraising, or internal misconduct.

14. Prohibited Conduct

MYCDIC may take immediate measures where a member, applicant, or representative engages in conduct that harms the Council, violates internal rules, or creates reputational, legal, ethical, financial, or operational risk.

  • False claims of membership, representation, official title, appointment, certificate, authorization, or authority.
  • Unauthorized use of the MYCDIC name, logo, email, letterhead, certificate, stamps, document templates, social pages, or institutional identity.
  • Defamation, harassment, discrimination, intimidation, threats, blackmail, fraud, manipulation, abuse, or public humiliation.
  • Unauthorized contact with institutions, embassies, consulates, officials, sponsors, partners, media, donors, or public authorities in MYCDIC's name.
  • Using MYCDIC for private profit, political propaganda, partisan conflict, visa claims, immigration promises, personal influence, or unauthorized fundraising.
  • Disclosure of confidential information, internal files, applicant data, partner information, meeting records, or personal data.
  • Creation of fake documents, fake certificates, fake appointments, fake country structures, fake public announcements, or misleading representation pages.
  • Actions contrary to public order, applicable law, institutional ethics, public decency, safeguarding principles, or MYCDIC's values.

15. Representation, External Contact, and Public Authority

A representation role does not create diplomatic status, government status, employment status, financial authority, or legal authority to bind MYCDIC unless expressly authorized in writing by the competent leadership.

  • Representatives must operate within the approved mandate, country framework, department, and official communication rules.
  • No person may sign agreements, issue invitations, request sponsorship, collect funds, open bank accounts, launch events, or contact public institutions in MYCDIC's name without written authorization.
  • Country teams may include a Chief of Representation, Deputy, Secretariat, project units, research units, academic units, communication units, partnership units, and other offices depending on institutional needs.
  • MYCDIC may adjust, suspend, merge, or close any representation depending on performance, legal risk, governance needs, or strategic priorities.

16. Official Communications and Media Rules

MYCDIC's public image must be protected. Members must not speak publicly on behalf of the Council unless authorized.

  • Press releases, public statements, social media posts, event announcements, partnership announcements, and institutional letters require approval through official channels.
  • Members must not create unofficial social media pages, groups, websites, domains, email addresses, logos, or public campaigns using the MYCDIC name.
  • Personal opinions must not be presented as MYCDIC positions.
  • Any media request, interview, public debate, or institutional invitation must be reported to the competent office before response.

18. Confidentiality and Institutional Materials

Internal MYCDIC documents, member information, applicant files, personal data, strategic plans, partner correspondence, internal discussions, meeting records, budgets, draft materials, and access credentials must be treated as confidential unless officially published or approved for public release.

  • Members may not copy, distribute, publish, sell, leak, transfer, or misuse internal materials.
  • Work produced within an official MYCDIC assignment may be used, archived, edited, translated, published, or adapted by MYCDIC for institutional purposes.
  • MYCDIC may revoke access to digital systems, emails, shared folders, documents, working groups, or official platforms when necessary.
  • Confidentiality duties may continue after resignation, removal, expiration of mandate, or end of cooperation.

19. Financial Integrity, Fundraising, and Anti-Fraud Rules

MYCDIC's financial credibility must be protected. No member may collect, request, receive, transfer, spend, promise, or manage funds in the name of MYCDIC without written authorization and approved procedures.

  • All fundraising, sponsorship, donations, fees, reimbursements, project budgets, and member contributions must follow approved MYCDIC channels.
  • Members must not use personal accounts or private wallets to collect funds in MYCDIC's name unless expressly authorized and documented.
  • Members must not promise visas, travel, certificates, employment, diplomatic invitations, scholarships, or official support in exchange for money.
  • Any suspected fraud, unauthorized payment request, false invoice, or misuse of funds must be reported immediately.

20. Safeguarding, Respect, and Non-Discrimination

MYCDIC expects every member to maintain respectful, lawful, and safe conduct, particularly in activities involving youth, students, minors, vulnerable persons, or public events.

  • Harassment, bullying, exploitation, intimidation, sexual misconduct, hate speech, racism, discrimination, humiliation, or abuse are prohibited.
  • Activities involving minors or vulnerable persons may require additional authorization, consent, supervision, and safeguarding measures.
  • Members must respect cultural, religious, linguistic, and personal dignity while maintaining MYCDIC's institutional neutrality and public values.

21. Conflicts of Interest and Private Benefit

Members must avoid situations where personal interests, business interests, political interests, family interests, or external affiliations conflict with MYCDIC duties.

  • Members must disclose any conflict of interest connected to partnerships, procurement, sponsorship, appointments, event planning, grants, or official decisions.
  • MYCDIC resources, contacts, name, logo, events, and internal access must not be used for personal gain or private business without authorization.
  • MYCDIC may restrict participation, reassign duties, or refuse involvement where a conflict of interest exists.

22. Defamation, False Allegations, Threats, and Reputational Harm

MYCDIC may take firm action against any member, former member, applicant, or third party who spreads false information, defamatory claims, manipulated documents, insults, threats, blackmail, or harmful campaigns against the Council, its members, officers, partners, or institutional reputation.

  • Internal disagreement must be handled through official complaint, appeal, or mediation channels, not through public defamation or pressure campaigns.
  • MYCDIC may preserve screenshots, URLs, messages, emails, recordings, metadata, platform records, domain data, witness statements, and documents as evidence.
  • Where necessary, MYCDIC may request correction, retraction, deletion, platform takedown, legal notice, lawyer intervention, or referral to competent authorities.
  • These measures are intended to protect institutional integrity and are not intended to silence lawful, respectful, and good-faith complaints.

23. Parallel Structures, Internal Destabilization, and Unauthorized Control

MYCDIC does not recognize unauthorized parallel offices, committees, boards, elections, country structures, social media pages, documents, certificates, bank channels, or leadership claims created outside competent MYCDIC procedures.

  • Creating or promoting parallel structures, alternative leadership, unofficial committees, or unauthorized country offices is prohibited.
  • Attempting to seize, block, redirect, delete, or control MYCDIC emails, social media pages, domains, files, databases, groups, or documents is prohibited.
  • Organizing campaigns to destabilize the Council, pressure members, manipulate appointments, or damage official governance may lead to immediate suspension or removal.
  • MYCDIC may publicly clarify that an unauthorized person, page, structure, document, or announcement is not official where necessary to protect third parties and institutional reputation.

24. Oversight and Disciplinary Measures

In case of possible violation of MYCDIC rules, a report may be submitted to the competent administrative body and referred to the Oversight and Disciplinary Committee or any competent internal authority.

  • The Committee may review facts, documents, communications, conduct, payment records, public posts, internal reports, and available evidence.
  • The person concerned may be asked for clarification or invited to respond where appropriate, unless immediate protective action is required.
  • MYCDIC may issue a warning, request correction, suspend access, restrict duties, freeze public representation, reassign the person, terminate membership, or take legal action where necessary.
  • MYCDIC may recover official materials, revoke email access, cancel accreditation, deactivate certificates, remove the person from internal groups, and update public or internal records.
  • Serious misconduct may result in permanent ineligibility for future membership, appointment, representation, office, volunteering, or participation.
  • Where necessary, MYCDIC may notify partners, institutions, or relevant stakeholders that a person no longer represents the Council, limited to what is necessary and lawful.
Serious violations involving fraud, misuse of identity, unauthorized representation, data misuse, harassment, financial abuse, defamation, or reputational harm may result in immediate suspension, removal, legal referral, and permanent ineligibility.

25. Resignation, Re-admission, and Permanent Ineligibility

Members who wish to resign must submit a written resignation through the appropriate MYCDIC channel. The resignation is only considered effective after acknowledgment or processing by the competent authority.

  • A member who resigns after appointment, access, training, or assignment does not have an automatic right to re-apply or return.
  • MYCDIC may refuse future applications from a former member who abandoned responsibilities, misused access, harmed work, or resigned during a sensitive assignment.
  • A member expelled for serious misconduct may be permanently barred from rejoining the Council in any capacity.
  • MYCDIC may maintain an internal ineligibility record for persons removed due to serious violations, fraud, unauthorized representation, reputational harm, data misuse, or breach of trust.
These measures are intended to protect MYCDIC, its members, partners, and institutional reputation. They are governance measures, not personal retaliation.

26. Records, Personal Data, and Application Files

MYCDIC may retain application files, membership records, evaluation notes, interview outcomes, probation records, contribution records, exemption requests, disciplinary records, project work, professional-reference checks, consent evidence, technical submission records and related documents for administrative, legal, archive, verification, safeguarding, fraud-prevention, audit and institutional protection purposes. Application records are normally retained for up to five years after final closure, while limited evidence may be retained for longer where required or permitted by applicable law.

Personal data is handled according to the MYCDIC Privacy Policy and applicable data protection principles.

Applicants and members may contact MYCDIC regarding personal data matters through privacy@mycdic.org.

27. Amendments and Internal Authority

MYCDIC may amend this Membership Law, application process, internal procedures, contribution amounts, membership categories, representation structures, disciplinary rules, or mandate conditions whenever necessary to protect the Council, improve governance, comply with legal requirements, or respond to institutional needs.

Internal decisions, official appointments, signed instruments, competent leadership instructions, and case-specific decisions may prevail over public summaries where detailed or specific rules are required.

28. Official Contact

For membership, applications, representation, contribution, exemption, disciplinary, privacy, or official clarification requests, use the appropriate MYCDIC communication channels.
