The Moroccan Youth Council for Diplomatic and International Cooperation (MYCDIC) is an institutional youth platform dedicated to Moroccan youth engagement in diplomacy, international cooperation, leadership, cultural dialogue, civic responsibility, public communication, and constructive international relations. It works through programs, offices, committees, partnerships, public resources, and internal structures approved by the competent bodies of the Council.

MYCDIC exists to create a serious framework where Moroccan youth can learn, participate, represent projects responsibly, build international cooperation experience, and contribute to initiatives connected with diplomacy, culture, education, youth leadership, and institutional dialogue. Its purpose is educational, civic, diplomatic, cultural, and cooperative, not partisan or commercial.

MYCDIC is not presented as a governmental authority and does not replace the role of official state institutions, embassies, consulates, ministries, public administrations, or courts. MYCDIC may cooperate with institutions and may use institutional language, but it does not claim powers reserved to public authorities and all public communications must respect official competencies.

MYCDIC presents its official headquarters in Madrid, Spain, with a national coordinating office in Rabat, Morocco, and an international office in Brussels, Belgium, according to its institutional structure and public communications. Office references may be updated, reorganized, suspended, or expanded by the competent MYCDIC authority when operational needs require it.

MYCDIC works across youth diplomacy, international cooperation, cultural diplomacy, institutional partnerships, training, conferences, public dialogue, research, representation networks, media communication, document publication, youth leadership, and programs that help Moroccan youth engage responsibly with national and international issues.

This FAQ is an official public guidance page intended to clarify MYCDIC’s general rules, procedures, and institutional position. It does not replace the statutes, membership law, internal regulations, appointment decisions, disciplinary decisions, partnership agreements, privacy policy, terms of use, or written instructions issued by competent MYCDIC bodies. In case of conflict, the most specific and formally approved document prevails.

The interpretation of MYCDIC rules, membership procedures, representation rights, internal duties, public communications, disciplinary matters, and institutional documents belongs to the competent MYCDIC authority, including the Presidency, the General Secretariat, Central Administration, and any committee or office expressly empowered for the relevant matter.

Unless a different written decision applies, the general mandate for ordinary Council members, office members, committee members, representatives, coordinators, and appointed collaborators is one year. Renewal is not automatic and may depend on performance, conduct, availability, institutional needs, respect for rules, contribution quality, and the decision of the competent MYCDIC authority.

The institutional mandate of the Council Presidency and the General Secretariat is ten years and may be renewed. This longer mandate is intended to protect continuity, legal stability, archives, institutional memory, international relations, administrative follow-up, and long-term strategy. Renewal, restructuring, delegation, or replacement is handled according to MYCDIC’s internal rules and competent decisions.

Yes. MYCDIC may renew, refuse to renew, suspend, limit, or end a mandate when it considers that renewal is not aligned with institutional needs, performance requirements, availability, discipline, trust, confidentiality, public conduct, or the best interests of the Council. Non-renewal does not require the Council to grant compensation, a new role, or continued access unless a written agreement states otherwise.

Yes. MYCDIC may create, merge, rename, suspend, dissolve, reorganize, or replace positions, offices, committees, teams, representation structures, public titles, and internal functions whenever necessary. A title or assignment does not create a permanent right, and operational restructuring may be made for administrative, strategic, financial, disciplinary, reputational, or institutional reasons.

Appointment Notices are public or internal notices that may identify senior appointments, official leadership roles, office designations, mandate references, appointment dates, and institutional responsibilities approved by MYCDIC. They are informational and may be corrected, updated, replaced, archived, or withdrawn if an error, restructuring, resignation, suspension, non-renewal, or termination occurs.

The Transparency Portal is the official public reference for MYCDIC’s institutional identity, selected governance documents, membership rules, privacy commitments, public resources, appointment information, and approved transparency updates. It does not necessarily contain every internal document, confidential record, disciplinary file, personal data record, contract, meeting note, or administrative archive.

Yes. Many MYCDIC decisions may remain internal, confidential, administrative, or limited to the persons concerned. Publication is not always required for a decision to be valid internally, especially where the matter concerns privacy, discipline, internal management, security, financial administration, partner confidentiality, or institutional strategy.

Applicants interested in diplomacy, international cooperation, leadership, research, communication, cultural dialogue, institutional work, youth programs, project coordination, or public service may apply through the official Join Us page. MYCDIC reviews applications according to seriousness, profile quality, conduct, availability, motivation, skills, institutional needs, and compliance with internal procedures.

No. Submitting an application does not guarantee membership, appointment, representation, accreditation, certificate, official email, public title, access to events, or any role inside MYCDIC. The Council may accept, reject, postpone, request more information, invite an interview, or close an application at its discretion and according to its internal needs.

Applications may be reviewed by Human Resources or an authorized office, then referred for oversight, compliance, interview, practical task, project assignment, administrative verification, or Central Administration review. MYCDIC may use a preliminary acceptance stage before any final confirmation, and it may request documents or clarifications when necessary.

Accepted applicants may be placed in a probation or evaluation period, generally up to two months unless otherwise decided. During this period, MYCDIC may evaluate seriousness, punctuality, communication, respect for hierarchy, ethics, confidentiality, teamwork, reliability, writing quality, project execution, and the applicant’s ability to represent the Council responsibly.

Yes. Completion of a probation period does not guarantee confirmation. MYCDIC may refuse confirmation, extend evaluation, change the proposed role, restrict access, or end the process if the applicant does not meet expectations or if the Council no longer needs the role. The Council may also refuse confirmation for conduct, communication, confidentiality, reliability, or reputational concerns.

No. Unless a separate written employment or service contract is signed by the competent authority, MYCDIC membership, volunteering, representation, committee participation, training, and event participation do not create an employment relationship, salary entitlement, social security entitlement, automatic reimbursement, permanent status, or commercial agency relationship.

Members must act with loyalty, seriousness, respect, confidentiality, discipline, professional communication, institutional neutrality, responsible public behavior, and respect for MYCDIC’s hierarchy, brand, documents, procedures, privacy rules, and official instructions. Members must avoid conflicts of interest, unauthorized representation, misuse of titles, public disputes, and behavior that may harm MYCDIC’s reputation.

Confirmed members may participate in selected activities, receive internal information relevant to their role, request clarification through official channels, use approved titles only when authorized, and benefit from opportunities that MYCDIC makes available. These rights are limited by availability, role, mandate, conduct, internal rules, privacy, security, and institutional priorities.

No member may speak, sign, negotiate, publish, represent, promise cooperation, use the logo, contact institutions, or present themselves as an official representative of MYCDIC unless they have clear authorization for that specific purpose. Unauthorized representation may lead to suspension, cancellation of accreditation, expulsion, and possible legal or administrative follow-up where appropriate.

MYCDIC logos, templates, email addresses, certificates, titles, documents, forms, internal files, visual identity, and public pages remain under the control of MYCDIC. Members may use them only for approved Council purposes and only within the limits of their role. Access may be suspended or removed at any time for security, administrative, disciplinary, or operational reasons.

Beginning in June 2026, an annual membership contribution may apply to eligible members. The amount is 35 EUR, 37 USD, or 350 MAD. If paid in another currency, the amount should reasonably correspond to the value of 35 EUR or 37 USD according to the applicable exchange rate and the payment method accepted by MYCDIC.

Yes. Members facing financial hardship may request exemption, partial exemption, postponement, or payment facilities through the General Secretariat or the official contact channel. Supporting documents may be requested. Persons with disabilities may be exempt from the annual contribution upon submission of appropriate proof, subject to internal verification and applicable privacy rules.

Confirmed members may receive an official MYCDIC email address when appropriate, a certificate of membership or accreditation depending on the role, access to selected programs, training, events, opportunities, and internal resources. Benefits are not automatic, may differ by role, and may be withdrawn if access is no longer needed or if rules are violated.

No reimbursement, allowance, travel support, compensation, certificate, card, badge, privilege, or material benefit is owed unless MYCDIC has expressly approved it in writing through the competent authority. Members must not incur expenses in MYCDIC’s name without prior authorization.

Yes. MYCDIC may warn, suspend, restrict, remove from office, cancel accreditation, block access, terminate membership, expel, or refuse future applications from any member or collaborator who violates rules, ignores instructions, harms the Council, misuses a title, breaches confidentiality, creates conflict, abuses trust, damages reputation, or acts against institutional interests. Measures may be immediate when urgency, security, reputation, or confidentiality requires it.

Suspension or expulsion may result from misconduct, insults, threats, harassment, discrimination, unauthorized representation, false statements, misuse of the logo or documents, leaking internal information, refusing instructions, conflicts of interest, reputational harm, fraud, inactivity, abandonment of duties, misuse of contacts, political exploitation, financial irregularities, public attacks against MYCDIC, or any behavior considered incompatible with Council values.

No. Disciplinary decisions may remain confidential to protect privacy, internal order, institutional reputation, witness information, evidence, and legal interests. MYCDIC may issue a public clarification only when it considers publication necessary to correct misinformation, protect the Council, clarify representation, or prevent misuse of titles.

A concerned person may submit a respectful clarification request through the official contact form or the channel indicated by MYCDIC. However, submitting a request does not suspend the decision unless the competent authority decides otherwise. Abusive, threatening, defamatory, or repetitive messages may be ignored or treated as misconduct.

Re-admission is not automatic. MYCDIC may refuse future applications from a person who resigned during sensitive responsibilities, abandoned duties, misused access, harmed the Council, violated confidentiality, created public conflict, or was expelled for serious misconduct. Any re-admission, if allowed, may be subject to strict conditions and a new evaluation.

These may include membership rules, conduct rules, protocols, media resources, partnership information, appointment notices, and institutional references.

Public transparency does not mean unrestricted access to internal or personal information.

Yes. MYCDIC may correct, update, replace, archive, unpublish, or remove information from its website, social media, documents, forms, or public pages when information is outdated, incomplete, inaccurate, no longer necessary, legally sensitive, or affected by internal decisions.

Yes. When a person participates in MYCDIC activities, events, meetings, public programs, or media activities, MYCDIC may use reasonable public materials for institutional communication, archives, reports, and transparency, subject to applicable privacy rules and specific objections submitted through official channels.

Yes. Institutions, organizations, universities, NGOs, youth networks, public bodies, private partners, media actors, experts, and sponsors may submit partnership, cooperation, sponsorship, or support requests through official channels. Partnership discussions do not create obligations until an agreement is approved by the competent MYCDIC authority.

No. Partnership requests are reviewed according to institutional alignment, credibility, legal suitability, reputation, capacity, objectives, expected impact, available resources, strategic priorities, and risk assessment. MYCDIC may reject or close a request without creating any right to partnership, compensation, publicity, or explanation beyond what it chooses to provide.

Yes. MYCDIC may suspend, review, limit, or end a partnership or cooperation process if objectives change, trust is affected, resources are unavailable, reputation is at risk, legal concerns arise, communication fails, or the partner acts in a way that conflicts with MYCDIC’s mission, values, or institutional interests.

Availability depends on resources, partners, eligibility, and internal approval.

No. Certificates, attestations, accreditation letters, badges, cards, recommendation letters, or participation documents are issued only when MYCDIC decides that the person is eligible and that the information is accurate. MYCDIC may refuse, delay, correct, cancel, or withdraw any document issued by mistake or after misconduct.
