From a proposal to an accountable programme
The working record should identify the purpose, audience, responsibility and current delivery stage. Programme updates should be dated and supported by project records, reports or approved institutional communications.
Evaluation is part of delivery
A meaningful result states what was done, who was reached, over what period and how the information was collected. When a project is still being developed, its public page should reflect that status.
Measurement
Activity is a record. Impact is a finding.
The dashboard distinguishes programme progress from verified outcome indicators. When the Council publishes a measured result, the reporting period and evidence should be available alongside it.
