Institutional mandate

Mandate, scope and institutional boundaries

MYCDIC provides a structured youth framework for diplomacy awareness, international cooperation, policy, research, leadership and public-interest programmes while preserving clear boundaries between Council activity and state authority.

Purpose

A youth institution with a defined public-interest role

The Council translates youth participation into organized programmes, research, dialogue, representation of approved MYCDIC positions and institutional cooperation. Every public role operates through an approved office, mandate and reporting line.

Core principle

Structure comes before visibility.

MYCDIC does not treat events, titles or public communication as substitutes for institutional responsibility. Offices and appointments exist to deliver defined work and remain subject to governance, records and review.

How MYCDIC operates
Scope of action

Six connected areas of institutional work

The mandate is broad enough to support international youth engagement but specific enough to make each activity traceable to an approved field.

Youth diplomacy

Diplomatic literacy, public diplomacy, dialogue, protocol awareness and responsible youth representation within approved Council mandates.

International cooperation

Institutional partnerships, cross-border programmes, country representation and cooperation with youth, academic and civil society actors.

Policy and knowledge

Research, policy analysis, strategic studies, public references and evidence that support informed youth participation.

Leadership development

Structured opportunities for young people to develop competence, ethics, institutional discipline and public responsibility.

Programmes and projects

Approved activities with identifiable objectives, responsible offices, delivery records and, where appropriate, measurable impact.

Trust and verification

Public profiles, controlled documents, appointments and institutional records that allow Council claims to be checked.

Institutional boundaries

What MYCDIC does not claim

Clear limits are part of credible youth diplomacy. The Council distinguishes its own institutional role from official state authority, diplomatic accreditation and functions reserved to public institutions.

No state diplomatic authority

MYCDIC officials, members and Youth Ambassadors act within Council mandates. Council titles do not create diplomatic rank, consular authority, governmental immunity or accreditation by the Kingdom of Morocco or another state.

No automatic representation power

Participation in MYCDIC does not authorize a person to speak for the Council outside the role, period and scope recorded in the applicable appointment or office mandate.

No substitute for public institutions

MYCDIC complements youth engagement and international cooperation. It does not replace ministries, diplomatic missions, elected bodies or public administrations.

No unverified impact claims

Activity counts, network scale and visibility are not presented as outcomes unless an approved evidence-based impact indicator has been published.

Accountability framework

How the mandate is kept operational

Governance records connect the mandate to offices, appointments, publications, integrity channels and public reporting.

Defined offices

Each office has a public purpose and reporting relationship.

Controlled appointments

Formal roles can be published with references and mandate periods.

Institutional PDFs

Official documents can carry integrity data and Verification Center references.

Integrity channels

Concerns can be reported through protected safeguarding and ethics workflows.
