Employment, unemployment and NEET evidence for Moroccan youth, with clear denominators and source dates.
What the evidence says
Youth labour-market indicators in Morocco answer different questions. HCP's 2021 population snapshot reported that 16.3% of people aged 15 to 24 were employed, 7.6% were seeking work and 76.1% were outside the labour market. Those percentages use the whole youth population as the denominator and are not the same as an unemployment rate. In 2026, HCP and ILO profiling reported that roughly one in three people aged 15 to 29 were NEET. World Bank youth-unemployment series use ILO labour-force definitions and should be read separately.

Youth Employment in Morocco
Employment is not the same as unemployment
A youth employment share describes how much of the age group is working. An unemployment rate describes the share of the labour force that is without work but available for and seeking work. Mixing the two produces misleading comparisons.
The NEET challenge
The 2026 HCP and ILO profiling work treats NEET status as a structural policy challenge and emphasizes the diversity of pathways inside the group. A single national share does not explain gender, education, household or territorial differences.
Transitions matter
The most useful policy questions concern transitions: from school to work, from inactivity to training, from temporary work to stable employment, and from exclusion to access to services. This page therefore links labour indicators to education, entrepreneurship and opportunity data.
