A framework for understanding meaningful youth participation beyond one-off consultation.
Meaningful youth participation is more than attendance at an event. The UN Youth Office describes it as sustained, inclusive engagement in which young people contribute across design, decision-making, implementation, monitoring and evaluation, with feedback and accountability. In Morocco, participation can occur through local initiatives, associations, consultation mechanisms, youth programmes, research, digital platforms and international engagement. The quality of participation depends on whether young people have real influence, information, safety and follow-up.

Youth participation can be civic, local, institutional, digital, policy-oriented or international. These arenas should not be collapsed into a single participation rate.
The UN framework emphasizes inclusion, intergenerational collaboration, sustained engagement and accountability. Those principles provide a useful test against tokenistic participation.
